Jason Song 977ef215fa Rename actions unit to `repo.actions` and add docs for it (#23733) I neglected that the `NameKey` of `Unit` is not only for translation, but also configuration. Rename actions unit to `repo.actions` and add docs for it (#23733)

I neglected that the `NameKey` of `Unit` is not only for translation,
