Fix DirCache re-read.

During unit tests and most likely elsewhere, updates come too fast for
a simple timestamp comparison (with one seconds resolution) to work.
I.e. DirCache thinks it hasn't changed. 

Use FileSnapshot instead which has more advanced logic.
