Introduce lint-md and compliance-docs pipeline (#24021)

- Add new Make target `lint-md`
- Add new Drone pipeline `compliance-docs`
- Add `*.md` to docs exclusion/inclusion
- Consistently quote `path.include` and `path.exclude` statements in
YAML
