Add an Apache htpasswd user service
Add a new class, HtpasswdUserService, which performs authentication
against a text file created with the Apache 'htpasswd' program.
Added dependency on commons-codec:1.7

### Redmine Authentication
You may authenticate your users against a Redmine installation as long as your Redmine install has properly enabled [API authentication](http://www.redmine.org/projects/redmine/wiki/Rest_Api#Authentication).
