While working on this, I discovered that the Form to add OAuth2 Apps just silently fails when filled with invalid data, so I fixed that too.

In `services/auth`, the scope will be stored in context, which will be used by `reqToken` middleware in API calls. Only OAuth2 tokens will have granular token scopes, while others like BasicAuth will default to scope `all`. The main part of this PR is that the cache is used for restricting resending of activation mails and without this we cache we cannot restrict this. Whilst this code could be re-considered to use the db and probably should be, I think we can simply disable this code in the case that the cache is disabled.
