Re-enable DSA, DSA_CERT, and RSA_CERT public key authentication.
DSA is discouraged for a long time already, but it might still be
way too disruptive to completely drop it. RSA is discouraged for
far less long, and dropping that would be really disruptive.
Adapt to the changed property handling. Remove work-arounds for
shortcomings of earlier sshd versions.
Use Orbit I20210203173513, which includes sshd 2.6.0. This also bumps
apache.httpclient to 4.5.13 and apache.httpcore to 4.4.14.

Replace javax.xml.bind.DatatypeConverter, that is not available any
more in Java 11 and later with Hex utility from non optional Bouncy
Castle library.

Bazel@HEAD supports Java 9.
The current code has one single issue with Java 9 compliance: the usage
of javax.xml.bind.DatatypeConverter class for printHexBinary() method.
This class is not available on Java 9. One alternative is to use guava
library. Something similar was done here: [1]. But unlike the case with
checkstyle library, JGit currently doesn't use guava. Instead, we add
java.xml.bind module with --add-modules compiler option.
To build (or test) with Java 9, build custom bazel version and issue:
$ bazel --host_javabase=/usr/lib64/jvm/java-9-openjdk build \
--javacopt='--release 9' \
--java_toolchain=@bazel_tools//tools/jdk:toolchain_jdk9 :all
The Java 9 support is backwards compatible.

Add bazel build for ui and junit.http, and the test packages.
A number of different test labels are supported:
api
attributes
dfs
diff
http
lfs
lfs-server
nls
notes
pack
patch
pgm
reftree
revplot
revwalk
storage
submodule
symlinks
transport
treewalk
util
To run all tests:
bazel test //...
To run specific tests, using labels:
bazel test --test_tag_filters=api,dfs,revplot,treewalk //...

Only testonly targets (such as tests) need to use junit.
In particular this involves making the toplevel :all rule testonly.
It's not clear to me what that rule is for --- "bazel build //..."
already works to build all targets. In any case it appears to be for
testing, so marking it as testonly shouldn't be harmful.

The initial implementation only builds the packages consumed by
Gerrit Code Review.
Test build and execution is not implemented.
We prefer to consume maven_jar custom rule from bazlets repository,
for the same reasons as in the Gerrit project:
* Caching artifacts across different clones and projects
* Exposing source classifiers and neverlink artifact
TEST PLAN:
$ bazel build :all
$ unzip -t bazel-genfiles/all.zip
