Fix incorrect `HookEventType` of pull request review comments (#23650) (#23678)

Backport #23650 by @Zettat123

`HookEventType` of pull request review comments should be
`HookEventPullRequestReviewComment` but some event types are
`HookEventPullRequestComment` now.
