Update notes for submitted changes

* Prune UNREACHABLE_GARBAGE packs when they expire
* Use try-with-resources in DfsGarbageCollector.writePack
* Fix lastModified to be consistent in DfsGarbageCollector
* Add GC_REST PackSource to better order DFS packs
