Default behavior of C git is to skip parent rewriting unless
particular history simplification or --parents flags are passed. Since
JGit has no such flags, JGit should not rewrite parents.

Currently, Repository.getAllRefs() and Repository.getTags() silently
ignores an IOException and instead returns an empty map. Repository
is a public API and as such cannot be changed until the next major
revision change. Where possible, update the internal jgit APIs to
use the RefDatabase directly, since it propagates the error.

The various rename detection options are an inherent part of the
filter, similar to the path being followed.

This fixes a potential NPE when a RevWalk with a FollowFilter is
created without a Repository, since the old code path tried to get
the DiffConfig from the RevWalk's possibly-missing repository.

This flag was not being honored due to a bug in createWalk().
argWalk is always non-null when there are commits passed in
on the command line. If --objects was specified, always make
a new ObjectWalk for the actual execution.

The FollowFilter can be installed on a RevWalk to cause the path
to be updated through rename detection when the affected file is
found to be added to the project.

The filter works reasonably well, for example we can follow the
history of the fsck command in git-core:

  $ jgit log --name-status --follow builtin/fsck.c | grep ^R
  R100	builtin-fsck.c	builtin/fsck.c
  R099	fsck.c	builtin-fsck.c
  R099	fsck-objects.c	fsck.c
  R099	fsck-cache.c	fsck-objects.c

Implement rename detection in the command line diff and log commands.
Also support --name-status, -p and -U flags, as these can be quite
useful to view more detail.

All of the Git patch file formatting code is now moved over to the
DiffFormatter class.  This permits us to reuse it in any context,
including inside of IDEs.

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.

Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.
