Add recursive variant of Config.getNames() methods
These methods allow to find all configuration entry names for a given
section or section/subsection searching recursively through all base
configurations of the given configuration.
These methods are needed to calculate the names for the effective
configuration of a git repository which combines the configuration entry
names found in the repository, global and system configuration files

Add additional FastForwardMode enums for different config contexts
FastForwardMode is represented by different strings depending on context
it is set or get from. E.g. FastForwardMode.FF_ONLY for
branch.<name>.mergeoptions is "--ff-only" but for merge.ff it is "only".

This is necessary because some versions of JGit containing
the flawed c98abc9c05 were
used in the wild and wrote bad configuration files. We now
must accept this value in addition to the preferred case.

A few classes such as Constanrs are marked with @SuppressWarnings, as are
toString() methods with many liternal, but otherwise $NLS-n$ is used for
string containing text that should not be translated. A few literals may
fall into the gray zone, but mostly I've tried to only tag the obvious
ones.

Index config section and subsection names in one pass
Instead of indexing the subsection names on each request for a given
section name, index both the section and subsection names in a single
scan through the entry list. This should improve lookup time for
reading the section names out of the configuration, especially for the
url.*.insteadof type of processing performed in RemoteConfig.

Decrease running time for getStringList (and all other get methods) by
looking for configuration entries using binary search rather than
linear search through the configuration file.
Configuration lines are sorted by section, subsection, name in a
sorted list whenever the snapshot is rebuilt. Binary search is used to
locate an index in the middle of the values, then walk backwards to
find the first value in the range.
Given a configuration of file of 5000 distinct section/subsection/name
triplets (e.g. a Gerrit Code Review project.config configuration file
with 5000 unique access control rules), this new code is faster to
lookup each rule individually using getStringList():
old setStringList() 194 usec avg
getStringList() 196 usec avg
new setStringList() 188 usec avg
getStringList() 24 usec avg

The Config class is getting very large. Extract two of its inner
classes into new top level types to reduce the size of Config.
Rename them slightly in the process.

A standard HashSet was being used to store the list of subsections as
they were being parsed. This was changed to use a LinkedHashSet so
that iterating over the set would return values in the same order as
they are listed in the config file.

Config: Preserve existing case of names in sections
When an application asks for the names in a section, it may want to
see the existing case that was stored by the user. For example,
Gerrit Code Review wants to store a configuration block like:
[access "refs/heads/master"]
label-Code-Review = group Developers
and although the name label-Code-Review is case-insensitive, it wants
to display the case as it appeared in the configuration file.
When enumerating section names or variable names (both of which are
case-insensitive), Config now keeps track of the string that first
appeared, and presents them in file order, permitting applications to
use this information. To maintain case-insensitive behavior, the
contains() method of the returned Set<String> still performs a
case-insensitive compare.
This is a behavior change if the caller enumerates the returned
Set<String> and copies it to his own Set<String>, and then performs
contains() tests against that, as the strings are now the original
case from the configuration block. But I don't think anyone actually
does this, as the returned sets are immutable and are cached.

The core.autocrlf variable can take on three values: false, true,
and input. Parsing it as a boolean is wrong, we instead need to
parse a tri-state enumeration.
Add support for parsing and setting enum values from Java from and
to the text based configuration file, and use that to handle the
autocrlf variable.

Currently, if a branch is created that has special chars ('#' in the bug),
Config will surround the subsection name with double quotes during
it's toText method which will result in an invalid file after saving the
Config.

This refactoring permits applications to configure global per-process
settings for all packing and easily pass it through to per-request
PackWriters, ensuring that the process configuration overrides the
repository specific settings.
For example this might help in a daemon environment where the server
wants to cap the resources used to serve a dynamic upload pack
request, even though the repository's own pack.* settings might be
configured to be more aggressive. This allows fast but less bandwidth
efficient serving of clients, while still retaining good compression
through a cron managed `git gc`.

Currently, there is no way to read the content
of the Git Configuration in a way that would
allow to list all configured values generically.
This change extends the Config class in such a
way as to being able to get a list of sections and
to get a list of names for any given section or
subsection.
This is required in able to implement proper
configuration handling in EGit (show all the
content of a given configuration similar to
"git config -l").

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.
Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.

Don't confuse empty configuration variables with booleans
Config was confusing the following two variables when writing the
file back to text format:
[my]
empty =
enabled
When parsed, we say that my.empty has 1 value, null, and my.enabled
is an empty string value that in boolean context should be evaluated
as true.
Saving this configuration file back to text format was ignoring the
null value for my.empty, producing a completely different file than
what Config read:
[my]
empty
enabled
Instead handle the writing differently to ensure the original format
is output. New tests cases cover the expected behavior and return
values from accessor methods.

This is a simple HTTP server that provides the minimum server side
support required for dumb (non-git aware) transport clients.
We produce the info/refs and objects/info/packs file on the fly
from the local repository state, but otherwise serve data as raw
files from the on-disk structure.
In the future we could better optimize the FileSender class and the
servlets that use it to take advantage of direct file to network
APIs in more advanced servlet containers like Jetty.
Our glue package borrows the idea of a micro embedded DSL from
Google Guice and uses it to configure a collection of Filters
and HttpServlets, all of which are matched against requests using
regular expressions. If a subgroup exists in the pattern, it is
extracted and used for the path info component of the request.
