pgm daemon: fallback to user and system config if no config specified
If a config file is passed via option --config-file then use only the
options defined in that file. This helps to concisely configure the
daemon without side effects from global and system level git configs.
Otherwise fallback to user and system level configs.

Remove final modifier on args4j option or argument fields

Fix compilation errors with args4j 2.0.23 and later
The multiValued attribute on @Option was removed. When the field is a
List, it's not actually needed (even with earlier versions of args4j),
see RmTest. In other cases, we have a custom handler, where it's also
not needed.

Enable and fix warnings about redundant specification of type arguments
Since the introduction of generic type parameter inference in Java 7,
it's not necessary to explicitly specify the type of generic parameters.
Enable the warning in Eclipse, and fix all occurrences.

Experimental flag to turn on the KetchLeader within this daemon JVM.
This is a manually elected leader process, set from the command line.
Remote followers for each repository are configured per-repository
using remote sections with ketch-type = FULL. For example:

JGit 3.0: move internal classes into an internal subpackage
This breaks all existing callers once. Applications are not supposed
to build against the internal storage API unless they can accept API
churn and make necessary updates as versions change.

Check for write errors in standard out and exit with error
The underlying problem is that System.out is a PrintWriter and
as such it does not throw exceptions on error, but rather just
sets a flag and continues.
This changes replaces the use of System.out with a PrintWriter-like
writer that does not catch error, but instead throw them to the
caller.

Using a resolver and factory pattern for the anonymous git:// Daemon
class makes transport.Daemon more useful on non-file storage systems,
or in embedded applications where the caller wants more precise
control over the work tasks constructed within the daemon.
Rather than defining new interfaces, move the existing HTTP ones
into transport.resolver and make them generic on the connection
handle type. For HTTP, continue to use HttpServletRequest, and
for transport.Daemon use DaemonClient.
To remain compatible with transport.Daemon, FileResolver needs to
learn how to use multiple base directories, and how to export any
Repository instance at a fixed name.

When we are creating a pack the higher level application should be able
to override the PackConfig used, allowing it to control the number of
threads used or how much memory is allocated per writer.

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.
Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.
