This introduces ReftableBatchRefUpdate and ReftableDatabase, as
generic classes, with some code moved to DfsReftableBatchRefUpdate and
DfsReftableDatabase.
Clarify thread-safety requirements by asserting locked status in
accessors, and acquiring locks in callers. This does not fix threading
problems, because ReftableBatchRefUpdate already wraps the whole
transaction in a lock.
This also fixes a number of bugs in ReftableBatchRefUpdate:
* non-atomic updates should not bail on first failure
* isNameConflicting should also check for conflicts between names that
are added and removed in the BatchRefUpdate.

dfs: Switch InMemoryRepository to DfsReftableDatabase
This ensure DfsReftableDatabase is tested by the same test suites that
use/test InMemoryRepository. It also simplifies the logic of
InMemoryRepository and brings its compatibility story closer to any
other DFS repository that uses reftables for its reference storage.

Now if refs are unreadable when serving an upload pack the handler
will fail due to the actual underlying failure. Previously all wants
would be rejected as invalid because Repository.getAllRefs() returned
an empty map.
Testing this required a new subclass of InMemoryRepository so that
an IOException could be injected at the correct time.
