If a file (e.g. "A") and a subtree file (e.g. "A/foo.c") both appear
in the DirCache this cache should not be written out as a tree object.
The "A" file and "A" subtree conflict with each other in the same tree
and will fail fsck.
Detect this condition during DirCacheBuilder and DirCacheEditor
finish() so the application can be halted early before it updates a
DirCache that might later write an invalid tree structure.

Allow setting detail message and cause when constructing most exceptions
In particular, this means a RepositoryResolver, UploadPackFactory, or
ReceivePackFactory can set a detail message for
ServiceNotAuthorizedException or ServiceNotEnabledException with
information for the client about why access is not allowed.

For some specific file, MyersDiff goes into an infinite loop[1]. Since
this problem is hard to reproduce and possibly harder to fix, this
change makes the MyersDiff interruptible so the diff can be aborted at
least when such infinite loop happens.

The support for NLS relies on java.util API to load a standard
ResourceBundle and then uses java reflection API to inject localized
strings into public String fields of the corresponding instance
of TranslationBundle.
Locale setting is supported per thread to enable concurrent threads
to use different locales. This is useful when JGit runs in a server
context where (error) messages might need to differ per-request to
suit the user's preference.
