Enable UnusedException at ERROR level which causes the build to fail
in many places with:
[UnusedException] This catch block catches an symbol and re-throws
another, but swallows the caught symbol rather than setting it as a
cause. This can make debugging harder.
Fix it by setting the caught exception as cause on the subsequently
thrown exception.
Note: The grammatically incorrect error message is copy-pasted as-is
from the version of ErrorProne currently used in Bazel; it has been
fixed by [1] in the latest version.

Enable and fix "Statement unnecessarily nested within else clause" warnings
Since [1] the gerrit project includes jgit as a submodule, and has this
warning enabled, resulting in 100s of warnings in the console.
Also enable the warning here, and fix them.
At the same time, add missing braces around adjacent and nearby one-line
blocks.

Config: Add helper method to check for empty value
Rename MAGIC_EMPTY_VALUE to MISSING_ENTRY, make it private, and add
a helper method to check if a given string is that value.
This avoids that callers trigger the "reference equality" warning
from Error Prone.

Format @NonNull on return value as method annotation
For example, instead of using
public @NonNull String getMyFavoriteString() { ... }
use
@NonNull
public String getMyFavoriteString() { ... }
This makes the style more consistent (the existing JGit code base
tends to lean toward the second style) and makes the source code
better reflect how the annotation is parsed, as a METHOD annotation.
Longer term, we should switch to a TYPE_USE annotation and switch to
the first style.

Reading RefSpecs from a Config can be seen as another typed value
conversion, so add a getter to Config and to TypedConfigGetter. Use
it in RemoteConfig.
Doing this allows clients of the JGit library to customize the
handling of invalid RefSpecs in git config files by installing a
custom TypedConfigGetter.

Make the handling of typed values somewhat configurable by using
a separate converter. The default converter is the same as before;
just the implementations of the getters were moved. They also still
raise IllegalArgumentException on invalid values as before.
The converter can be set globally via Config.setTypedConfigGetter(),
which EGit can use in its core Activator to plug in a variant that
catches the IllegalArgumentException, logs the problem, and then
returns the default value.
In this way the behavior for other users of the JGit library is
unchanged, while EGit can deal gracefully with invalid git configs.
