C Git trims name and email before inserting them into the commit header
so that " A U Thor  " and "  author@example.com " becomes 
"A U Thor <author@example.com>" with a single separating space.

This changes PersonIdent#toExternalString() to trim name and email
before concatenating them.

A few classes such as Constanrs are marked with @SuppressWarnings, as are
toString() methods with many liternal, but otherwise $NLS-n$ is used for
string containing text that should not be translated. A few literals may
fall into the gray zone, but mostly I've tried to only tag the obvious
ones.

toExternalString, equals and hashCode don't expect them to be null, so
explicitly disallow it in the constructor.

Also fix the documentation of setAuthor and setCommitter in
CommitCommand when specifying name and email as separate arguments.

PersonIdent should be parsable for an invalid commit which
contains multiple authors, like "A <a@a.org>, B <b@b.org>".
PersonIdent(String) constructor now delegates to
RawParseUtils.parsePersonIdent().

Git doesn't store millisecond accuracy in person identity lines,
so a line that we create in Java and round-trip through a Git object
wouldn't compare as being equal.  Truncate to seconds when comparing
values to ensure the same identity is equal.

Rather than relying on the helpers in RepositoryConfig to get
these objects, obtain them directly through the Config API.
Its only slightly more verbose, but permits us to work with the
base Config class, which is more flexible than the highly file
specific RepositoryConfig.

This is what I really meant to do when I added the section parser
and caching support to Config, we just failed to finish updating
all of the call sites.

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.

Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.

Under unit tests we want the when and timezone to come from the
MockSystemReader and be stable.  We did this for the default
constructor based on the Repository, but failed to do it for the
name,emailAddress variant of the constructor.

trailing whitespace in our source code.  Correct all currently
offending lines by trimming them.
