Enable and fix "Statement unnecessarily nested within else clause" warnings
Since [1] the gerrit project includes jgit as a submodule, and has this
warning enabled, resulting in 100s of warnings in the console.
Also enable the warning here, and fix them.
At the same time, add missing braces around adjacent and nearby one-line
blocks.

Avoid sign extension when comparing mtime with Instant#getEpochSecond
Ensure we use the same type when comparing seconds since the epoch.
This does not prevent that in 2038 timestamps in seconds since the epoch
stored in a 32 bit integer will overflow. Integer.MAX_VALUE translates
to 2038-01-19T03:14:07Z. After this date we'll have an issue since we
store seconds since the epoch in a 32 bit integer in some places.

Use Instant instead of milliseconds for filesystem timestamp handling
This enables higher file timestamp resolution on filesystems like ext4,
Mac APFS (1ns) or NTFS (100ns) providing high timestamp resolution on
filesystem level.
Note:
- on some OSes Java 8,9 truncate milliseconds, see
https://bugs.openjdk.java.net/browse/JDK-8177809, fixed in Java 10
- UnixFileAttributes truncates timestamp resolution to microseconds when
converting the internal representation to FileTime exposed in the API,

- WindowsFileAttributes also provides only microsecond resolution

A group of updates can be applied by updating the tree in one step,
writing out a new root tree, and storing its SHA-1. If references
are stored in RefTrees, comparing two repositories is a matter of
checking if two SHA-1s are identical. Without RefTrees comparing two
repositories requires listing all references and comparing the sets.
Track the "refs/" directory as a root tree by storing references
that point directly at an object as a GITLINK entry in the tree.
For example "refs/heads/master" is written as "heads/master".
Annotated tags also store their peeled value with ^{} suffix, using
"tags/v1.0" and "tags/v1.0^{}" GITLINK entries.
Symbolic references are written as SYMLINK entries with the blob of
the symlink carrying the name of the symbolic reference target.
HEAD is outside of "refs/" namespace so it is stored as a special
"..HEAD" entry. This name is chosen because ".." is not valid in
a reference name and it almost looks like "../HEAD" which names
HEAD if the reader was inside of the "refs/" directory.
A new Command type is required to handle symbolic references and
peeled references.

DirCacheEditor: Replace file-with-tree and tree-with-file
If a PathEdit tries to store a file where a subtree was, or a subtree
where a file was, replace the entry in the DirCache with the new
name(s). This supports switching between file and tree entry types
using a DirCacheEditor.
Add new unit tests to cover the conditions where these can happen.

Recursively copying a tree into a DirCache is a bottleneck for some
algorithms like the in memory merge code in Gerrit Code Review. Drop
a layer down in the stack and use CanonicalTreeParser directly as the
addition logic only processes 1 tree at a time and does not need the
merge sorting feature (or overhead) of TreeWalk.
Combined with 761814fe9c ("DirCacheEntry: Speed up creation by
avoiding string cast") tree loading 38,900 entries nearly halves
in running time from 70ms to 36ms on some platforms.

Line breaking before , is ugly to read. Most formatters and humans
expect line break after , so update a few offensive locations.
Use String.format() for the construction of the error message when
a bad DirCachEntry is being failed on. This simplifies the code and
its not a performance critical section.

DirCacheEntry: Speed up creation by avoiding string cast
The checkPath function is available as a byte[] form, in fact the
String form just converts to byte[] to run the algorithm.
Having DirCacheEntry take a byte[] -> String -> byte[] to check if
each path is valid is a huge waste of CPU time. On some systems it
can double the time required to read 38,999 files from trees to the
DirCache. This slows down any operation using a DirCache.
Expose the byte[] form and use it for DirCacheEntry creation.

If the DirCache contains a path that is known to be invalid, refuse to
read the DirCache into memory. This avoids confusing errors later if
an invalid path read from the DirCache were to be passed into a new
DirCacheEntry constructor.

DirCache: Replace isValidPath with DirCacheCheckout.checkValidPath
isValidPath is an older simple form of the validation performed by
checkValidPath. Use the latter as it more consistently matches
git-core's validation rules.
By running the same validation as fsck, callers creating an entry
for the DirCache are more likely to learn early they are trying
to build trees that will fail fsck.

Explicitly pass STAGE_0 when creating a DirCacheEntry from String.
This matches the immediate next constructor that accepts the int
stage argument better, making the code easier to read.

A few classes such as Constanrs are marked with @SuppressWarnings, as are
toString() methods with many liternal, but otherwise $NLS-n$ is used for
string containing text that should not be translated. A few literals may
fall into the gray zone, but mostly I've tried to only tag the obvious
ones.

Smudge index entries on first write (too), as well when reading
That happens when the index and a new file is created within the same
second and becomes a problem if we then modify the newly created file
within the same second after adding it to the index. Without smudging
JGit will, on later reads, think the file is unchanged.
The accompanying test passed with the smuding on read.

DirCacheCheckout and CanonicalTreeParser cooperate. CanonicalTreeParser
can detect malformed, potentially malicious tree entries and sets a
flag, while DirCacheCheckout refuses to work with such paths.
Malicious tree entries are ".", "..", ".git" (case insensitive), any
name containing '/' and (on Windows '\') and also (on Windows)
any paths ending in a combination of '.' or space or containing a ':'.
We also forbid all special names like "con" etc on Windows.
Some of the test can execute on any platform by enabling partial
platform emulation.
A new runtime exception, InvalidPathException, is introduced. For
backwards compatibility it extends InvalidArgumentException.

Allow adding files with size over 2 GB. The drawback is that the tests
for huge file support adds roughly 10 minutes of execution time.
For that reason we @Ignore the test in the standard test execution.

When there is a conflict sometimes we did not set the stage of
the conflict entries properly for the STAGE_1 entry.

Extended flags are processed and available via DirCacheEntry's
new isSkipWorkTree() and isIntentToAdd() methods. "resolve-undo"
information is completely ignored since its an optional extension.

Applications should favor the long style interface, especially when
their source input is a long type, e.g. coming from java.io.File.
This way when the index format is later changed to support a
larger file size than 2 GiB we can handle it by just changing the
entry code, and not need to fix a lot of applications.

Smudge racily clean index entries by truncating length (like git.git)
To mark an entry racily clean we set its length to 0 (like native git
does). Entries which are not racily clean and have zero length can be
distinguished from racily clean entries by checking P_OBJECTID
against the SHA1 of empty content. When length is 0 and P_OBJECTID is
different from SHA1 of empty content we know the entry is marked
racily clean.

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.
Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.

A 0 file mode in a DirCacheEntry is not a valid mode. To C git
such a value indicates the record should not be present. We already
were catching this bad state and exceptioning out when writing tree
objects to disk, but we did not fail when writing the dircache back
to disk. This allowed JGit applications to create a dircache file
which C git would not like to read.
Instead of checking the mode during writes, we now check during
mutation. This allows application bugs to be detected sooner and
closer to the cause site. It also allows us to avoid checking most
of the records which we read in from disk, as we can assume these
are formatted correctly.
Some of our unit tests were not setting the FileMode on their test
entry, so they had to be updated to use REGULAR_FILE.

A dircache record must not use a path string like "/a" or "a//b"
as this results in a tree entry being written with a zero length
name component in the record. C git does not support an empty name,
and neither does any modern filesystem.
A record also must not have a stage outside of the standard 0-3
value range, as there are only 2 bits of space available in the
on-disk format of the record to store the stage information.
Any other values would be truncated into this space, storing a
different value than the caller expected.
If an application tries to create a DirCache record with either of
these wrong values, we abort with an IllegalArgumentException.

Move pure IO utility functions to a utility class of its own.
According the javadoc, and implied by the name of the class, NB
is about network byte order. The purpose of moving the IO only,
and non-byte order related functions to another class is to
make it easier for new contributors to understand that they
can use these functions in general and it's also makes it easier
to understand where to put new IO related utility functions
