According to [1] user name and email are taken first from the
environment variables:
GIT_AUTHOR_NAME, GIT_AUTHOR_EMAIL
GIT_COMMITTER_NAME, GIT_COMMITTER_EMAIL
In case (some of) these environment variables are not set, the
information is taken from the git configuration.
JGit doesn not yet support the environment variables GIT_AUTHOR_DATE and
GIT_COMMITTER_DATE.

Strip "<", ">", and "\n" from name/email in UserConfig
This matches what C Git does, see "stripped" in `man git-commit-tree`.
It also fixes the bug of the user where an user.email like "<>" would
show up as "<<>>" in EGit.

A few classes such as Constanrs are marked with @SuppressWarnings, as are
toString() methods with many liternal, but otherwise $NLS-n$ is used for
string containing text that should not be translated. A few literals may
fall into the gray zone, but mostly I've tried to only tag the obvious
ones.

This enables applications to differentiate between explicitly set
configuration parameters and best effort attempts to guess these
parameters from the operating system.
