This change introduces the concept of a GpgSigner which will sign
commits. The GpgSigner will be of a specific implementation (eg.,
Bouncycastle or OpenPgP executable). The actual implementation is not
part of this change.

When rebasing, force-pushing has a race condition: someone else might
have pushed a commit since the one you just rewrote. The force-with-lease
option prevents this by ensuring that the ref's old value is the one
that you expected.

Better report too large pack-files from PushCommand
JGits PushCommand and BasePackPushConnection were throwing generic
TransportExceptions when the pushed pack-file was rejected by the server
since it was too big. Let JGit better interprete the server's response
to detect this situation and throw a more specific exception.
This detection works by parsing the status line sent by the server. This
change only recognizes the response sent by a JGit based server. All
other servers which report such problems in a different way still lead
to a generic TransportExceptions.

Possibility to limit the max pack size on receive-pack
The maxPackSizeLimit, when set, will reject a pack if it exceeds
that limit.
This feature is intended to provide a mechanism to control disk space
quota on Git repositories.

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.
Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.
