Fix error occurring when SecurityManager is enabled
It's expected that jgit should work without native git installation.
In such case Security Manager can be configured to deny access to the
files outside of git repository. JGit tries to find cygwin
installation. If Security manager restricts access to some folders
in PATH, it should be considered that those folders are absent
for jgit.
Also JGit tries to detect if symbolic links are supported by OS. If
security manager forbids creation of symlinks, it should be assumed
that symlinks aren't supported.

Entries for directories are optional and mostly wasted space in most
archive formats (except as a place to hang ownership and filesystem
permissions), but "git archive" includes them. Follow suit.
This will make it easier in a later change to include empty
directories as placeholders for missing submodules.

Make an exception for the formatting rules (turn off) for some files
Our rule to enforce javodocs for public members gives us a problem
because there are some patterns where javadoc make little sense so we
make the comments as small as possible, which our formatting rules do
not like, so disable it for those source files.

The strings are externalized into the root resource bundles.
The resource bundles are stored under the new "resources" source
folder to get proper maven build.
Strings from tests are, in general, not externalized. Only in
cases where it was necessary to make the test pass the strings
were externalized. This was typically necessary in cases where
e.getMessage() was used in assert and the exception message was
slightly changed due to reuse of the externalized strings.

The support for NLS relies on java.util API to load a standard
ResourceBundle and then uses java reflection API to inject localized
strings into public String fields of the corresponding instance
of TranslationBundle.
Locale setting is supported per thread to enable concurrent threads
to use different locales. This is useful when JGit runs in a server
context where (error) messages might need to differ per-request to
suit the user's preference.

Per CQ 3448 this is the initial contribution of the JGit project
to eclipse.org. It is derived from the historical JGit repository
at commit 3a2dd9921c.
