Some tests modify global resources. Those tests cannot be run in parallel with others, as they cause problems or become flaky. Where possible, indicate to JUnit the resources in contention. Otherwise, mark the tests as needing to run in isolation.

- use classpath-build for Java 8, otherwise use modulepath
- save module-info classes to source, when using Java 9+ environment
- rename example packages - otherwise package clashes occured in the tests
- move agile encryption from ooxml to main.
remove EncryptionInfo XmlBeans and schema and use custom xml marshalling
- move ooxml test classes which reside in the same package as their tested main class
- rename base test classes to "BaseTest..." - temporarily I've used a light version of the main test classes to test scratchpad / ooxml
- build.xml - fixed the Rhino javascript errors of the dependency-macros
- DrawTextParagraph - fixed StringIndexOutOfBounds when logging set to debug level
- use JigSaw provider interface (= Java ServiceLoader), i.e. it wasn't possible (without openening everything), to access ooxml factory classes from main factory stub

Re-use functionality from HSSFWorkbook in dev-tools to find the
dir-entry-name to make special names like WORKBOOK or BOOK work, handle
a special case in ExternalNameRecord when the flag states that there is
data, but no data remains in the stream, slightly improve error-output
in DirectoryNode, adjust all dev-tools-tests to not report stack-traces
any more for expected failures and try with HSSFWorkbook to decide if it
is an expected failure or now.

Add a number of tests for the dev-tools. The tests iterate over all .xls
files that are found under test-data, any newly added file or
code-change which breaks one of the dev-tools will cause the tests to
fail in the future. Known broken files can be excluded.
Also fixes two points where some files could cause BiffViewer to fail.
