rename directories to match project and maven artifact names
refactor artifacts - so each project has one artifact
replace static references in hssf/dev tests with junit5 constructs, which had problems in parallel tests

Rename some of the internal HSSF sheet lookup methods which deal with external sheet indicies, to make it clear when they return the first sheet name/index, and add support for getting the last one too (will be the same as the first if not a range)
improved test cases: moved common hssf-xssf test to org.apache.poi.ss namespace, removed duplicate tests, refactored code to throw same exceptions, etc
1. Support sheet-level names2. Fixed XSSFCell to properly handle cell references with column numbers up to XFD3. when pasring formula, HSSFName.setRefersToFormula must set type of operands to Ptg.CLASS_REF, otherwise created named don't appear in the dropdown to the left of formula bar in Excel

Nice and small change here... Update the formula parser code to use usermodel.HSSFWorkbook instead of model.Workbook. This should keep things a bit cleaner, and make it much easier for the formula code to work with XSSF
Applying the copy2license.pl script (with tiny modification to allow for more whitespace than it expects in the POI header) to all files. ant jar succeeds, and the svn diff has been verified by eye. Still more files to do, this is the first pass.
Made a bit of a meal out of the Shared formula patch, some of our test cases failed. Guess that is a good thing. Now working.
Committed patch provided in Bug 40024. Avik, sorry bet you to it.
Committed a patch to Bug 13249. HSSF will now raise an exception if a name is provided that is case-insensitive match to an existing name. In addition the getNameIndex now performs a case-insensitive search. This now matches excel behaviour.
