Grid: touch kinetic scrolling. #18133 #168857.5.5
This is a new implementation of scrolling for grid we
have in v-grid.
It uses GWT animations instead of having to deal with
the HTML5 animation framework directly and implements
the concepts of velocity and acceleration.
