The CMAKE_CXX_FLAGS_{DEBUG,RELEASE} variable should be used with C++
rather than CMAKE_C_FLAGS_{DEBUG,RELEASE}.

Append CXX to the list of needed languages

The replxx is written in C++ and it is enabled by default. We need to
