The gitiles plugin on GerritHub is currently disabled do defend
some ongoing DDoS attacks. Hence update the scm url to the gerrit
homepage of the jgit repo so that contributors can find the clone
command for cloning the jgit repo including the commit-msg hook
needed to contribute via Gerrit.
