Bulk-rename release read-me files to version numbers with dots
Also rename references. E.g.
- RELEASE-11 -> RELEASE-1.1
- RELEASE-1810 -> RELEASE-1.8.10
- RELEASE-1921 -> RELEASE-1.9.21
